The state the conference server is required to keep is:
- A list of current conferences
- A list of members of each conference
- A list of conference applications and their status
- Floor holder (if any)
- Who can see (gets sent) what (if used with the CMMC)
The operations required to manipulate this state are:
- Create a conference
- List conferences
- Join/Leave conference
- Introduce application to conference
- Take floor (and Grant Floor depending on mode of operation)
- Restricted switch control
The notifications remote applications receive are:
- Another conferee has joined/left
- An application has started/stopped
- Change of floor
