  Description:  Easy-to-install, Easy-to-use Application Preferences Library and API
        Notes:  This is the second release of a shared library that implements a suggested 
                API for storing and reading back preferences for an application. It does 
                per-user and per-application preferences. Discussion on what a generic 
                preference API should do is encouraged on BeDevTalk. New features include 
                a transaction metaphore (to help out with network preferences) and an 
                update metaphore (to enable "live preferences" implementations).
