	I find that if when that happens I use traceroute to throw ICMP
packets towards cvs.ggi-project.org, sometimes it seems to wake up the 
ALTER.NET routers the route usually has to go through on the way to 
Europe.  Either the route is good or a secondary routing path is found.  
I can usually wake the repository up that way.
