Well, this is the point.  When you shove the keyboard driver into raw
mode, you're receiving pure hardware scan codes.

What should be introduced is a THIRD mode of operation.  I don't know what
to call it, but the idea is to transmit all hardware scan codes, but still
detect VT switching.
