Maybe FB_ACTIVATE_VBL ?  Nothing in my 2.1.126 kernel tree implements
this though :-(, but I think that's the intended way to do it (e.g. set
that flag before calling the FBIOPUTCMAP or FBIOPAN_DISPLAY ioctls).
