I give up then.  Have you tried configuring with --with-gii=/usr/local?
How about --with-uninst-gii=DIR?  (where DIR is the location of a built
but not installed GII source tree, which must have been built in the
source tree.)

That's about all the help I can offer... I'm no GGI building expert. :)
