Doc update

Hi!
I have updated the libggi doc to reflect at least most of the recent 
decisons, and I have added the libggi issues document to the
repository.
Thank you to Steve for sending some fixes and additions.

Have a look at it!

txt, html, dvi, tex and ps tarballs can be found on my home page as usual.
