LibGGI3D CVS framework

	Well it seems like, while some details have yet to be fully nailed
down, LibGGI3D is going to happen for sure.  Therefore, I am putting
together a degas/lib/libggi3d directory, which I will commit to CVS later
tonight if no one objects (only Europeans and Australians get to object,
the Americans will be asleep |->).

	It won't actually *do* anything except compile some stub code, so
don't get all excited.  It is just a directory structure, skeleton files,
and a Makefile/config setup.  But it will give us a place to start coding
and trying things out.  I have about half of the work done right now. 
Hopefully, after I commit this stuff people will jump right on in and help
me flesh out the skeleton a bit.
