Hmm appears you may be right there:

# nm /usr/lib/libfftw.so | grep fftw_insert
/usr/lib/libfftw.so: no symbols
# nm /usr/lib/libfftw.a | grep fftw_insert
         U fftw_insert
00000640 T fftw_insert

I will mail the package maintainer and see what's up.  Thanks.
