GGI Civ:ctp

There is a snipit up on the FAQ for lokigames Civ: call to power that says
there is a possibility that a GGI version of the game will be made
available. The possibility of an SVGAlib version seems more likly on the
page but that means svgalibwrapper could be used I guess. I just thought
that was kind of cool and wanted to share.
